WHIP+ USDA Farm Program

The Wildfire and Hurricane Indemnity Program Plus (WHIP+) provides disaster payments to producers to offset losses from hurricanes, wildfires, and other qualifying natural disasters that occurred in the 2018 and 2019 calendar years. WHIP+ covers losses of crops, trees, bushes, and vines that occurred as a result of those disaster events.

Ag Producers have many questions about the WHIP+ Program as details have not been released for many areas. Our research provides that Floyd County Texas qualifies as a disaster county for 2019 only. However, verbal reports state other counties also qualify and Floyd County also qualifies in 2018.

Assiter Ag-Risk Staff continues to research all USDA Programs and provide information to all Producers. We are preparing to complete documents and spreadsheets for Produces to update yields at FSA for the current Farm Program. Please stop by our office for additional information.

Prepare for Your Visit to the Service Center

Producers who have not participated in a USDA program should contact their local USDA service center to establish farm records. To establish a farm tract number, be sure to bring the following items:


During your visit, you may need to complete or update the following forms for your farm records:

  • AD-1026 – Ensures a conservation plan is in place before lands with highly erodible soils are farmed, identified wetland areas are protected, and conservation compliance provisions are met
  • CCC-901 – Identifies members of a farm or ranch that is a legal entity

For WHIP+, you will need to complete:

  • FSA-894 – Wildfires and Hurricanes Indemnity Program+ Application

You may also need to complete:

  • FSA-895 – Crop Insurance and/or NAP Coverage Agreement
    FSA-896 – Request for an Exception to the WHIP Payment Limitation of $125,000
